What's the best way to start a pre-seed pitch deck? i will not promote

What's the best way to start a pre-seed pitch deck? Problem → Solution → Traction → Market, or Problem → Market → Traction? I'm starting to talk to investors for my startup and I'm putting together a proper pre-seed pitch deck now. I've already moved past the "throw together a generic AI-generated pitch deck" stage, so I want to actually think about the structure and narrative this time. The classic approach seems to be Problem → Solution → Traction → Market, but I've also seen decks that establish the Problem → Market first and then use Traction to show that the opportunity is real. For a pre-seed company, which structure do you think works better? Does it depend more on the investor, the type of startup, or how much traction you already have? I'd especially like to hear from founders who have actually raised with their decks: what structure did you use, and what would you change now?
