There is no downside like you are thinking to buying on the secondary market, it is not true that all the "profit" has been extracted, or nobody would buy it at the market price that you are getting.

The person selling it may just be rebalancing, or selling for living expenses, or died and their heirs want more stocks, or whatever. They may be selling at a gain or loss (recently probably at a loss as prices have come down). Either way is irrelevant to you: you know what you are getting and you are guaranteed the YTM (yield to maturity) when you buy - if you hold to maturity of course, otherwise the price will continue to fluctuate and you may sell to someone else before maturity if you wish.
