How to get Daybreak Blue access as an individual

How do I get Daybreak Blue access as an individual on the Plus plan? When I click on "Start Verification" at chatgpt.com/cyber/, it says "We couldn't start verification. You may not be eligible for this verification flow right now." I really need Blue access and eventually individual Red and enterprise Red access, I am working on a startup idea. Any help/suggestions are greatly apprecuated. TIA.
