For the company: Are broad questions supposed to be acceptable in the new open-ended tags?

This is a follow-up question to one my answers on Next steps for open-ended questions. While the community is more than welcome to weigh in with their opinions, my post is asking for some clarification from the owners and operators of Stack Overflow, so I can understand their vision for where they wanted this experiment to go. I've read multiple posts concerning this over the last year or so, but I'm noticing some patterns in question closure recently now that OBC posts are being migrated to the Q&A format.

Specifically, I've been tracking a list of posts I thought were interesting, and I assumed were supposed to be acceptable provided they were tagged with one of the new open-ended tags. Most of the questions were quite broad in scope, but ones I felt were answerable in broad terms. Most times, people are looking for a "big picture" answer to "big picture" questions, yet from my own observation, the community is universally rejecting such posts.

In many cases, I've been commenting on these posts and voting to reopen. I find these posts to be interesting, but I also don't want to constantly butt heads with the rest of the community, which is what I feel like I'm doing right now; this is not exactly pleasant for any of us involved.

So, my question to the company operating Stack Overflow is: did you envision that broad questions would be considered acceptable as open-ended questions, or are you leaving this up to the community to decide?
