The 'best-practices' vs 'idioms' tag - how do they relate?

I've just noticed a new tag, best-practices. It seems to be very closely related to idioms - and yet, it also seems to be a new tag. The tag page does not really explain how the two are supposed to relate. Can someone offer some guidance on this?
