Dogs may well have been domesticated in the land now known as Turkey. But there were no Turks in "Turkey" until the 11th century. The ancestors of the modern Turks invaded, conquered, and to an extent murdered the folks who were there. Please note I'm not saying the Turkish conquest was "illegitimate" any more than any other conquest, Heck, the people who were there had been conquered by Assyrians, Hittites, Persians etc. right down the line clear until we reach the ancient folks who were there 11,000 years ago who actually domesticated dogs.

The modern idea that conquest is illegal I think is a great idea and we should stick to it going forward. But we should not cast our lens back in time and try to retroactively invalidate previous conquests because that way lies madness. I don't think Vietnam needs to give back its territory to the Lạc Long Quân, and the Spanish don't need to give back their land to the Visigoths.
