what to do about [qtranslate]?

In 2013, someone set the tag desc/wiki of qtranslate to

QTranslate is a free translator for Windows (Windows 8/7/Vista/XP). With this small utility

That's clearly not programming.

But it's also a plugin for wordpress, with forks (?) being "qtranslate-x" and "qtranslate-xp".

That might be programming.

Then there is qtranslator, a qt thing, and I just went through the qtranslate tag and changed the obviously wrong usages. That's clearly programming, but dealt with, I hope.

My questions to you:

• Who gets to own "qtranslate" as a tag?
• Who is gonna be privileged enough to change the tag wiki/desc?
• Who is gonna retag all of that?

Or should this tag just be erased?
