Why is the site in read-only mode (again)?

Twelve days ago already, the site had entered read-only mode and stayed that way for several hours. It is currently in read-only mode again, and has been since 2026-08-09 03:40:00Z, with no scheduled maintenance or other announcement about it.

What's up with that?
