Yearly Trade in- Two emails for device assessment?

Hey all, just a random question. I did 3 yearly upgrades. Two have been evaluated just fine. For one of my phones I got two a emails a week apart from each other stating that it was being assessed. It’s been a week without a response from the 2nd email date. My other ones were already completed. Is this normal behavior?
