Startup in biosecurity/biosurveillance space (I will not promote)

Is there anyone interested in doing a startup in the biosecurity/biosurveillance space? I’m primarily looking for someone with expertise in this area, most likely someone with a relevant PhD or near completion of a relevant PhD. Someone technical and scrappy.
