What software do you recommend for converting an image to clean vector art?

I have a raster image (JPG) that I want to convert into a clean, high-quality vector. I need the final result to have solid colors, clean edges, and editable paths rather than just a low-quality auto-trace. I’m considering Adobe Illustrator, CorelDRAW, and Inkscape, but I’m not sure which one would give the best results for this type of work.
