Why is that question downvoted by 7, I don't even know which community it could be

I got a downvote just because it's in the wrong Community according to the moderator, no possibility to ask why he thought that. I know that there are multiple communities, by now, but sorry there are more than 100 communities by now and not even a search possibility to find the right one.
The name of the name of the community I wrote into (Stack Overflow) additionally don't say that it's only for programming questions. And solving a problem with a tool that I use for programming is additionally programming related. Can anyone explain to me why it is downvoted.

The content of my question was:

I am using Claude since a while for refactoring Code, developing new features and so on, it's really useful, but I already had this error multiple times, it stops because of an unknown reason and then it says I can not start because the Programm is used by another program. For sure restarting the computer always solves the problem, but I don't want to restart the computer every time just because a program has a bug.
Did anyone already solve the problem?
