I enjoyed your post. I’ve covered this subject, though not as in depth, on my own blog. One anecdote from my own research really hit home the impact of Apple’s lobbying in California. In 1985, Broderbund Software released “Science Toolkit,” a set of hardware sensors that plugged into the Apple II’s game port, which could then be used to conduct simple science experiments using the included software. Among the biggest customers was the California Department of Education, which according to one report I found purchased a copy for all 1,457 public high schools in the state.
