‘Locker King’ Billionaire Pushes Poland to Take Meta Fight to EU

Poland is pushing for a European Union probe into Meta Platforms Inc. following a years-long campaign by InPost SA billionaire Rafal Brzoska over fraudulent ads on its services.

The country’s Digital Affairs Ministry filed a complaint to the EU alleging the social media company isn’t doing enough to combat scam ads targeting Polish users, the ministry said in a statement. It’s requesting an investigation into the firm under the bloc’s Digital Services Act and asking regulators to impose a 250 million euros ($291 million) fine on Meta.

The request escalates Brzoska’s crusade against the tech giant. The billionaire has claimed that his image and that of his wife, Omenaa Mensah, repeatedly appear in fake ads and ads promoting investment scams.

He is campaigning for new rules that would require offending platforms to pay 150% of their local revenue from fraudulent advertising into a state fund compensating victims of online financial scams.

The EU is already investigating Meta under the DSA over deceptive advertising.

Meta faces other legal challenges over ads featuring deepfakes of celebrities and scam ads. Australian businessman Andrew Forrest sued the company, alleging that the platform runs and profits from scam ads featuring his likeness.

British millionaire Martin Lewis also sued the company in 2018 over scam ads, settling with the firm in 2019.

Meta projected that 10% of its revenue in 2024 would derive from scam ads and banned goods, according to a Reuters report in 2025, citing internal documents. A Meta spokesperson said at the time the estimate was “rough and overly inclusive.”

In an earlier letter to the Polish Digital Affairs Ministry, Meta said its action plan involves expanding advertiser verification on its platform to cover 90% of advertising revenue, which should reduce attempts to misrepresent advertisers’ identities. The Ministry responded that it considers the plan insufficient.
