Are kiosks eligible for Apple SEED/Excellence Program devices?

Leader keeps telling me that kiosks are not eligible to receive devices. Is this true? Leader was a previous assistant leader at a store (non third party) and still has his store address set to that store, so he believes he’ll be able to get a device because of that. Can I set the store address to leader’s store address in Apple Sales Coach in order to qualify and have the device shipped there?
