Time magazine ranking of accelerators: Tampa Bay Wave is better than Y Combinator? I will not promote

I always considered YC the most exclusive accelerator. Techstars has good companies, but it has a lot more locations and this maybe more variation among companies. But Time magazine ranked Tampa Bay Waves (and Techstars) ahead of YC? What in the world?
