what is paper design?

I have been trying to figure out what paper design tool does. Can someone explain it to me in a simple manner? Can I transfer my design from Figma to Paper? How does it really help and what are the use cases that one can utilise it for? Is it better than Figma? Can it help with making micro interactions as well? how are you using it your workflow?
