Government Innovation Policy Manager

Job Summary

The DEC seeks a full-time Government Innovation Policy Manager based in Santo Domingo (Dominican Republic), Lima (Peru), or Fortaleza (Brazil). The Policy Manager will help advise on the design and implementation of Government Innovation Units within DEC government partners. The aim is to help institutionalize the virtuous cycle of evidence informing policy and then policy generating new evidence.

The ideal candidate will have a strong interest and broad knowledge of rigorous development economics research and deep experience working within governments in low- and medium-income countries. A track record of effective engagement with external stakeholders, especially senior academics and implementing partners, will be particularly valuable.

Responsibilities

  • Support government partners in designing, fundraising for, launching and maintaining Government Innovation Units.
  • Lead the scoping of opportunities for rigorous policy impact analysis including exploration of potential natural experiments and feasibility of randomized controlled trials (RCTs).
  • Facilitate matchmaking between government implementers and both local and international researchers to pursue rigorous policy impact analysis.
  • Advise on the design, implementation, and analysis of rigorous policy impact analysis.
  • Support the design, implementation, and management of communication assets for DEC’s Government Innovation Unit team including its website and social media engagement.

  • Work productively with high-level stakeholders in public policy, including low- and middle-income country governments, NGOs, foundations, and multilateral aid agencies.
  • Appraise the quality of as well as provide accurate and actionable feedback on development economics research – in particular for research design, budgeting, and implementation.
  • Communicate and translate academic research and other technical information effectively to various audiences.
  • Collaborate with researchers to maximize the real-world impact of research.
  • Creative problem-solving and an ability to think outside the box.
  • Excellent writing skills.
  • Experience managing people.
  • Work independently with a high degree of initiative.

Qualifications

Education:

  1. Master’s degree or BA and relevant equivalent experience in economics, public policy, or international development, required.
  2. Significant training in development economics specifically, preferred.

Experience:

  1. Minimum of 3 years working in an economic research or policy implementation environment.
  2. Track record of working directly with academic researchers and developing country governments.
  3. Experience conducting randomized control trials is preferred.
  4. Advanced training in econometrics and causal inference is preferred.
