How can electricity be in non-matter but electrons be matter?

See we know that electrons are matter because they have mass and occupy some amount of space... An electricity is flow of these electrons. My question is that why can't this flow of electrons i.e electricity be matter? Why is so that electricity is not a matter but the electrons flowing in the electricity is matter?
