I think you meant EGP instead of GGP as the protocol just before BGP. See RFCs 904 and 1772.
Circa 1989, I recall a "panic" in the BBN Gateway Group when IIRC the Internet routing table had gotten too big to fit in an EGP packet. (I was working on a hyperchannel interface driver for the Butterfly Internet Gateway, a 2nd generation IP router, not on routing protocols).
