I'm not sure it's inherently more political. Congress can be just as political when it wants to be. This seems poorly timed, given the current executive, but I don't know that Congressional bodies are inherently more insulated from politics.

But over the past two decades, the Office has also become increasingly influential in copyright policy debates that affect free expression, libraries, educators, competition—and everyday internet users. Unfortunately, it has not been a neutral advocate.

I'm not sure it can, or should be? Part of advising is going to involve taking a stance. And particularly in the case of the AI fair use report, I think it acquitted itself quite well. The stances were more than defensible and supported even if it wasn't what EFF would've preferred.

The legislation is presented as a technical reorganization of some government agencies, but it’s much more than that.

Gonna be honest, even after reading that, it still feels like mostly a technical reorganization. Maybe I'm missing something
