Why can't particle physicists predict the strength of Higgs field couplings that give particles mass?

What fundamentally is it that physicists need to know or understand about the Higgs field in order to predict particle masses. For example does it carry some as yet unknown charge type that interacts with the same charge type on particles , each particle having a different charge magnitude to give it a different mass .Has this been ruled out already?
