Do designers charge differently for layout vs actual design?

I’m getting quoted what I consider quite high fees for work that’s more layout than raw design. The branding and visual direction are already established. It’s mainly arranging typography, borders, spacing and existing elements. Do designers generally price this differently from developing something creatively from scratch, or is it all treated the same?
