Any advice/suggestions?

Context: I’m designing a logo for the student delegation at my university: ETSIGCT is the abbreviation for our school (School of Geodetic, Cartographic, and Topographic Engineering). DE stands for Delegación de Estudiantes (Student Delegation). What I’m struggling with: While I like the overall concept, I’m unhappy with the white stroke/offset around the wind rose. It feels too heavy, creates an awkward gap, and cuts into the lettering too aggressively. I’m open to any suggestions on how to balance the weight and fix the overlap, or whether I should rethink the layout and start from scratch. Thanks in advance!
