Luna seems perfect for Dots as a personal assistant, why does OpenAI limit it to Pro users?

It looks like the works in Dots might not be as complicated as in Codex, e.g., creating slides, checking email, control apps? This thing would be much more useful as a personal assistant running on Luna for long-running tasks, as Luna follows instructions to a fault: Why does it have to be Astra, then they failed the demo on DevDay?
