We can hire this role in Portugal, Poland or Mexico. Does the country change how much admin we're signing up for? [I will not promote]

Seed stage, 22 people, all US so far. We're hiring a senior backend engineer and the three strongest candidates happen to be in Portugal, Poland and Mexico. Salary expectations are close enough that it isn't the deciding factor (within about 8k of each other). What I don't know is whether the country meaningfully changes the ongoing admin on our side. We don't have an entity anywhere, so we'd be paying somebody to employ them. Is there a real difference between the three in practice, or is it the same amount of pain wherever we land? Would rather know now than find out in month four. I will not promote
