Ukraine’s solar auction undersubscribed, solar-plus-storage auction oversubscribed

The Solar Energy Association of Ukraine (SEAU) has shared preliminary results of the country’s recent solar auctions.

Ukraine’s state-owned JSC Guaranteed Buyer, the offtaker and intermediary in the country’s electricity market, ran two auctions on September 25.

The first covered 50 MW of standalone solar capacity with a maximum bid price of €0.08 ($0.093)/kWh, while a second 100 MW solar-plus-storage auction ran with a maximum bid price of €0.12/kWh

SEAU shared that the 50 MW solar auction received three bids from a total of two companies. The three bids requested a combined 38.99 MW, equivalent to 78% of lot capacity.

The three bids ranged from €0.0730/kWh to €0.0799/kWh, at an average price of €0.076/kWh.

In contrast, 24 companies took part in the 100 MW solar-storage auction, submitting a total 26 bids. The total capacity requested by the participants amounted to 385.9 MW.

The 26 bids ranged from €0.0597/kWh to €0.1145/kWh, at an average price of €0.0954/kWh.

SEAU’s analysis says lower bid prices in the solar-storage auction in comparison to the standalone solar auction may be down to the “significantly higher level of competition” in the hybrid auction.

The association also emphasised that the results are preliminary, with JSC Guaranteed Buyer now tasked with verifying all participants’ compliance with the competition requirements, including their submitted documentation. Official auction results are due for publication within ten days from the original auction date.

“The lowest price bid alone does not guarantee that a participant will be declared the winner,” the association added.

SEAU Chairman of the Board Vladyslav Sokolovskyi recently spoke to pv magazine about developments in Ukraine’s solar and storage sector. The country added up to 1.1 GW during the first half of 2026, alongside between 1.6 GWh and 1.9 GWh of storage.
