They purchase Treasures because USD is the “Reserve Currency” of the world. Whenever 2 countries trade with each other they tend to trade is USD. Only our market is that liquid and that deep.

They don’t buy TIPS. The market is less liquid. Most of the technical issues are priced in nominal dollars, not inflation adjusted. Nominal bonds tend to outperform TIPS - but this is a nuanced subject.
