What's the logic of resets?

It seems to me that resets don't solve the compute problem for Open AI. Indeed when they give the reset it means that all users have their weekly allowance now renewing at the very same time. And looking at the posts here and looking at tweets on X, like me, many people have already run out and aren't using Astra. But when the reset comes around in about 24 hours, of course we will blaze away at Astra to try and get work done that we've been sitting on. So I don't understand how blanket resets help their compute. I suspect there is little compute happening now and suddenly "10 million" users will jump on tomorrow and there will be a total compute blitz. It seems to me that the banked resets are far more preferable from a compute point of view, and yet that's not what they do. So what's the logic?
