No expert here, and not a bond timer myself.
I'm guessing that people view the certainty of a government bond, when held to maturity, easier to understand and plan around as compared to a non-guaranteed return on stocks. That may be enough to push some to make decisions for bonds that they would not otherwise for stocks (i.e. time their purchases).
