fix(ui): make short chat links ready for drafting sooner (#149070)

* fix(ui): make short chat links ready for drafting sooner

Use a matching identity from the current accepted connection catalog to open the composer while the regular session lookup continues. Keep chat startup and history ownership in the normal pane, and preserve the original URL until compatible canonicalization.

Retire prepared identity across connection, profile, navigation, and application changes. Preserve ordinary fallback, preference-derived faces, and drafts after delayed or conflicting lookup replies.

Validated with 87 route tests, three bundled browser scenarios, full changed-file checks, inspected synthetic before/after screenshots, and independent P2 review.
