would you hire a junior who's good with ai but has no cs degree? (i will not promote)

i keep meeting juniors who lean entirely on ai tools to ship decent-looking code, but skip the fundamentals, data structures, how to actually debug without asking an llm, why something breaks under load. is that still a disadvantage, or is fluency with ai tooling becoming the actual skill worth hiring for? if you were starting out today, would you tell someone to learn the ai tools first and pick up fundamentals as you go, or the other way around?
