fix(ui): accented workspace file links open an empty chat (#148097)

* fix(ui): open Unicode workspace file references

Recognize accented, decomposed, and CJK path segments without changing file spelling or URL handling. Preserve workspace preview behavior for authored links, prose, code, and keyboard activation.

* test(wizard): route real config writes through database workers

Recovery and provenance integration cases use the host-owned SQLite broker. Keep them in the existing isolated forked lane so real config writes reach their intended ownership assertions. Production admission and test assertions remain unchanged.
