fix(ui): stop stacking publication cards with PR status (#148385)

Show unpublished branch changes or PR metadata in the composer instead of stacking both with a completed publication card. Keep publication recovery inline, preserve new work and current CI over stale receipts, and acknowledge completed history on dismissal.
