Minimum capital a startup (UK) should have before hiring? "I will not promote"

Just curious on this front. What would you say is the minimum capital a startup should have before it considers hiring a few people? Guessing it's not really ethical to hire people unless you know you can pay them for at least 6-12 months, unless of course they're aware of that and willing to accept that level of risk...
