Referral Discount doesn’t work on Experience Beyond 2.0, any alternatives or escalation path?

I have a discount on our plan, I want to upgrade to Experience Beyond 2.0 but am being told our discount can’t be used on the new plan. Is that standard? I thought the discounts continued to work on these new plans.
