How to get more recurring design clients (retainers) for my dad? We currently rely only on word-of-mouth.

Hello everyone! I'm helping my dad structure client acquisition for his work as a designer, but we are stuck on how to land new contracts. Right now, he has only 1 fixed monthly client and a few occasional freelance gigs that pop up here and there. The main issue is that almost everything comes through word-of-mouth and referrals, which makes his income unpredictable. He is an excellent professional with top-tier quality work, but we need to turn this into a more stable revenue stream. For those of you who freelance or run a design operation: How do you break away from relying solely on referrals to actively hunt for new recurring clients (retainer contracts)? What outbound prospecting strategies (like cold outreach to local businesses, LinkedIn, or B2B partnerships) actually work best for closing recurring contracts instead of one-off projects? How do you structure monthly packages or offers that make small and medium-sized businesses see the value in paying a fixed monthly fee for design?
