Can I avoid the connection charge if I buy from Apple and connect to a carrier later?

I was trying to pre-order the iPhone 18 Pro Max and when it gets to the Choose a Carrier option and I select T-Mobile theres a device connection charge of $35 but what if I select "Connect to any carrier later" then just swap my esim into it. Will I still get charged the $35?
