New tools to make Codex faster, cheaper

A major reason why Codex usage limits get eaten up so fast is because the harness' built-in tools are context and token inefficient. There's an ecosystem emerging that wants to fix that. Entire code search, and Exa's dynamic highlights launched less than a month ago. Both promise radical savings in a search tasks that typically light our Codex usage on fire.
