Best software for apparel design when half your job is fixing terrible client artwork

A surprisingly large part of my apparel work seems to be fixing artwork that arrives as a tiny JPEG, screenshot, flattened graphic, or some ancient file nobody can find the original for. I need something that handles the actual design work but also makes it practical to clean up and rebuild artwork for shirts, uniforms, promotional clothing, and similar jobs. For professional designers, what’s the best software for apparel design when artwork cleanup and production prep are part of the job too? I prefer workflows that make tracing, editing curves, recreating logos, and preparing the final artwork less tedious.
