Sol chasing its tail

Can somebody please help me understand how do I stop Sol from going in endless loops. My workflow is with Sol as orchestrator and planner, Luna as implementer and finally Sol as a reviewer. I have provided explicit instructions that implementer only mechanically makes changes using the detail specific plan of the planner agent. Now for each diff review after implementation, Sol catches a new bug(s), implementer does the implementation, again catches bugs, implementer agent, bugs, implements, bugs….. And it is an effing cycle of hours and hours, while usage is down the drain. Please help me stop this!!
