New treasuries are sold at auction, which determines the price and yield based on what people are willing to pay. The secondary market is a reflection of that.

I don't pay attention to all of the bond price talk and theory except when I need to buy or sell.

Then I look at Kevin M's Treasury Yields Monitor: https://aerokam.github.io/Treasuries/YieldsMonitor/

I may also look at the Daily Treasury Par Yield Curve Rates https://home.treasury.gov/resource-cent ... lue=202608

Then I'll check actual prices for the amount of Treasuries that I'm looking for on Vanguard or Fidelity.

I'm usually "buy and hold" but when I need to raise some cash, I'll look at Vanguard's Unrealized Gains and Losses and look for a likely candidate. It's usually a treasury bill that's near expiration.
