It's possible to create tags via the ask questions page with symbols that should be disallowed

Yesterday someone (with 1 rep, usually no permission to create tags) created a strange tag: android-studio+gradle+kotlin, see in https://stackoverflow.com/tags?tab=new.

(added a screenshot, because soon the tag will be deleted)

There's no single question tagged with this "special" tag and therefore it can't be removed (by me). When I click on it, I just get all questions tagged with android-studiogradlekotlin. @AbdulAzizBarkat found the question by searching like this and edited the tags.

There are two problems here:

• The tag has several + symbols, which shouldn't be allowed
• The user who asked the question does not have the create tags privilege
