VobSub Force command ignored

I have several mkv files with VobSub subtitles, directly ripped from DVD.
When played directly from DVD in VLC or in a DVD player, the "Force" command in subtitles is being respected properly, i.e., the "force" command in the respective control sequences forces the subtitle to be shown regardless of it being active (this is usually when the audio is still in a foreign language).
The same is true when playing the ripped mkv files in VLC or Kodi.
However, when playing the mkv file in Jellyfin, the respective sections show no subtitles at all - the "force" command is being ignored.
At first, I thought that this might be a problem in the Android TV app, but this actually also affects the web interface of Jellyfin as the subtitles are not shown there as well.

Is this a known bug or is there a workaround? I have found no bug reports on GitHub when searching for "VobSub force". Should I report this as a bug?

I am using Jellyfin 12.0-RC5 installed via Docker.
