What do you think would actually be a fair valuation for SpaceX?

The IPO is launching with 555.6 million shares (13 billion total) and their 2025 revenue was $18.7 billion. This puts it at a 40+ PE ratio. Great growth is obviously anticipated. What would you consider a fair valuation given the numbers? One thing I don't see anyone taking about is how large a role regulation is going to play in their growth.
