Cannot Understand Why Transcoding Is Not Working

May someone please ELI5 where I'm going wrong with transcoding on my Jellyfin server? I'm trying to watch on devices on my home network that do not get enough bandwidth and also on the go connected via VPN (Tailscale). I'm able to transcode with no issues when using something like Finamp for music, but it always fails when trying to transcode video. Typically the error I always see is something like "bitrate limit exceeded" or "fatal playback error".

I am on a Synology DS423+ and Jellyfin is installed via Container Manager. Hardware acceleration is set to Intel QuickSync (QSV). I have no bitrate limits set.
