RFP alert: DTE Energy seeks 800 MW from projects located in MISO states

Michigan utility DTE Energy has announced it will issue a request for proposals (RFP) on August 11, 2026, with a target of 800MW of new solar and wind projects to support its Voluntary Green Pricing (VGP) program.

The RFP is open to projects in certain states and zones within the territory of the Midcontinent Independent System Operator (MISO). These include:

• Arkansas (Zone 8)
• Illinois (Zone 2, 3, or 4)
• Iowa (Zone 1 or 3)
• Michigan (Zone 2 or Zone 7)
• Minnesota (Zone 1 or 3)
• Mississippi (Zone 10)
• Missouri (Zone 5)
• Texas (Zone 9)
• Wisconsin (Zone 1 or 2)

Projects interconnected to the DTE distribution or sub-transmission system are also eligible. All projects must be in commercial operation by December 31, 2030.

Michigan’s VGP programs

Mandated by state law, Michigan’s VGP programs are overseen by the Michigan Public Service Commission (MPSC) and operate on a biennial regulatory cycle, under which they are formally reviewed and approved every two years.

During these biennial reviews, utilities must present their program structures, pricing methodologies, customer demand forecasts and their plans for procuring the physical renewable energy needed to back those customer subscriptions.

The MPSC’s 2025 report on the status of Michigan’s renewable energy programs indicates that VGP programs have become a major driver of new renewable energy growth in the state..

While prior RFPs indicated projects must be located in Michigan, the latest RFP appears to be the first time DTE Energy has explicitly sought out-of-state wind and solar projects to supply its Voluntary Green Pricing (VGP) program, indicating continuing demand from customers seeking to ensure a greater share of the energy they consume is produced by renewable sources.
