How to handle open-ended questions in Staging Ground

Here is a question in Staging Ground that is tagged with tooling-recommendation and is asking for a recommendation. It has been voted as off-topic as it is not about programming. I believe the question should be accepted. Am I wrong? If so, then why? Granted this particular question is not exactly asking for a recommendation - and hence the question title is misleading - nonetheless, if the actual question did simply ask for a recommendation, then should it be approved or not?
