Open-ended questions should require at least 2 tags - The type and one other

I've noticed that a couple of Open-Ended Questions (OEQs) have been created with only a single tag and that tag being a type tag, such as advice. This isn't ideal as tags are there to denote what the question is about and the new type tags don't denote that; they are more akin to Meta tags.

If a question is being asked with one of the new OEQ tags, advice, best-practices, or tooling-recommendation, then the post should also require at least one other tag. This will mean better discoverability for users that watch specific tags, or use custom filters for certain tags, and more likelihood of the question being answer by SMEs.
