Why very bad tags come back and get shiny new icons?

Earlier there were experiments running (which I immediately opt-out and ignore) with a set of forum-like questions (called open-ended questions) for people to simply come here and chat. Sure, they ask really poor questions, hopefully someone answers them, I don't care as long as I don't see their presence.

But this invasion is now taking a new, more aggressive form: Next steps for open-ended questions.

Specialized tags will be used to designate open-ended questions from traditional Q&A.

Really bad disallowed earlier tags are coming back with new shiny icons and I see a flow of very poor questions, which I can't disable in the settings any more. I am talking about:

Why? How do I opt-out from this?
